Review Agenda and Minutes

Molly recommended review of the posted minutes of 12-21-05 and 1-18-06 as they show red colored edits.

Three changes/corrections were made by Debra to previous meeting minutes;  

§        Nov 16, 2005 related to a reason for adding a Sunday pre-conference session to the annual conference.

§        April 19, 2006 related to a comment regarding behavior at the annual conference.

§        May 10, 2006 related to adding a reference that a financial report had been provided via email for that meeting. 

After discussion the changes were discussed and a motion was made.   

 

Debra then shared the Profit and Loss Statement as well as other financial reports detailing the expenses and revenues.

Action - Motion was made to accept corrections and changes.  In the future a draft of the minutes will be sent to all members for acceptance before they are put on website.

Joe Christy stated everything is moving along and details are being finalized with presenters and the Resort at the Mountain.

 Action –   The website is up and accepting registrations.

Pam Patton

Pam continues to be available to work with all the juvenile departments.  She states the counties have stepped up to the plate regarding young women’s issues. There has been a young women’s work group since there was an increase in young women in the system. Recent research recommends single gender treatment facilities.  Hillcrest was looked at and also Oak Creek for a young ladies residential site. OYA has included this as part of their Essential Budget Level.   They want to increase young women placements in the community versus in the institutions.  Young women are 7% of youth in the Close Custody system. 

Action- The Coalition desires to continue working with the juvenile departments with dealing with the specific issues of young women. Check their website for information...

n       Gov. Public Safety Advisory

Joe O’Leary

Joe O’Leary shared the “Meth Kit” with the group.  It is a media notebook including a CD of information and resources that can be modified to insert your local contact information.  Joe shared there will be six trainings throughout the state on how to give methamphetamine information trainings.  Those trained can then train others.

Action – The group supported the training in six cities throughout the state on Methamphetamine.

He is arranging for training in Portland, Roseburg, and Bend after the first one in Salem.

The JCP assessment tool is almost ready.  There have been minor revisions.

Action – Training for the revised Assessment Tool will begin soon in four cities; Portland, Roseburg, Bend, and Salem.

Budget Task Force

Mickey Lansing

Recommendations for the budget task force will be emailed and Mickey is asking for partners recommendations.    There will be flexibility in the monies that the departments receive around alternative education.

The CCF Budget Workgroup decided to request restoration of the JCP Prevention funds over the next 3 biennia.  There is additional $4 million added to the existing $6.4 million in their proposed budget policy package.  This proposal in number 2 on their priority list.  The OCCF budget policy package list will be emailed out to directors.

Action – Partners are being asked to give any recommendations to Mickey.

Children’s Mental Health Initiative

Bill reported they are working with OYA to establish a MH/Substance abuse residential program for girls. They are reviewing evidenced based practices, and programs that can specialize with co-occurring disorders for girls.  The sites need to be dually credentialed for co-occurring and evidenced based practices.  

They are setting up their rates for MH for 07-09.  They are doing a state-wide survey of guardians who have had youth in MH services. 

Related to the Children’s Mental Health Initiative, OMHAS is looking at the recidivism of youth receiving MH service that are involved in the juvenile system to see which programming is having the best effect.   They are still researching the recidivism from MH and A&D youth.  

JJIS will hopefully be able to record those youth that are flagged as MH.  HIPAA will be looked at to determine what we can and cannot add into JJIS.

They did a report to the E Board in June and they will present again in November.  Portland State is doing a research for them on the results of what is being implemented throughout the state.

He is open to be called from OJDDA members if they have concerns regarding local resources.

JJIS is trying to finish review of HIPAA requirements in order to record youth MH information in JJIS.  Dave Koch is Co-Chair of the JJIS Steering committee.

 

 

 

 

 

 

 

 

 

n       OYA Report

Facility adjustment project is moving forward and they are including partners in their decisions.    They looked at joining together on the policies and data collection that will be similar and they need to work together.  They will also do the training together.  JJIS is a possibility for training.

Karen asked that OJDDA address a request from a juvenile department to see if the OYA R/N/A can be substituted for the JCP Risk Screen as a requirement of JCP funding.  The request seems reasonable, but the issue of data integrity needs to be addressed first to see if this choice is possible.

 

267 requirements need to be finished.  OYA is looking at reconvening that committee. Members on that committee include: Dave Koch, Lisa Smith, and Jeff Milligan.

 

OYA has hired a person to investigate complaints of abuse of youth in their custody.

 

Mental Health Screening Tool Disclosure and Juvenile Rights is having its first meeting Friday, July 21.  HIPPa issues are an important part of this.

 

The sex offender committee will continue to meet on a quarterly basis.  There are also small groups working continuing to work even though the grant monies had run out.  They will give reports to members. OYA has taken the lead in many of the small work groups.  This is only an advisory group.  If there are legislative issues needed then members will take it back to their organizations.  This grant was mostly about gathering agencies in the state to sit down and make decisions that they are in agreement with polices and protocols.

Action – Karen will send the PREA package to Tim for distribution.  She will also get the list of OJDDA members that are part of the 267 requirement committee.

 

 

Action - Joe Christy represents OJDDA on the JCP evaluation committee.  Tim asked Joe and Jeanine to represent OJDDA on an ad hoc committee with Ron to discuss departments using other assessment tools.
