Community Implementation of funds and individualized services.

The budget for 07-09 includes two important pieces, closed custody beds and Community beds.

DAS worked all of the elements of the budget and then they worked with the Governor’s staff for the Forecast revenues.

OYA prioritized 1; Restoration of diversion and JCP dollars and 2; Provider rate increase package.  OYA has not given them an increase in some time.  OYA has nine other issues in their package.

Exec. Committee had requested data to show what would be coming to each county and the increase in bed allocation (handed out).  Diversion and Crime prevention was handed out per county.

Sen. 267 Best Practices – OYA needs counties feedback as to how they are doing.  The private sector is ahead of public agencies in the closed custody bed issues. OYA is doing training on Cognitive Issues to raise the level of TX in their facilities.

OYA has been meeting with OJDDA members to work through implementation of funds and individual services for Evidenced Based Practices. They will continue meeting as a team.

Demand Forecast for 185 beds in 05-06 has not been funded fully.

OYA is closing two temporary structures while waiting for new structures.  They had to use the temporary structures as permanent; however, these units will be closed in November. 

JJIS coordinators may not be in the new funding package.  OYA appreciated the recognition that was given their agency.

Medical cards are only good outside of secure facilities.  DHS and OYA are working on medical services on youth with medical cards.  Lane county has gotten permission to use JJIS picture for medical cards.  The mental Health issues are also in need with youth without medical cards.

The Governor has brought a CSON person to coordinate Mental Health, Juvenile Justice and DHS.  The CSON person will be coming back to work with OYA on this issue. 

Action – OYA requested feedback from Directors to be sure everyone is on the same page.

Monies are contingent on 41, and 48, for the forecast.   Education, Public Safety, and are the Governor’s priority at this time.

Counties need to get data to support their priorities to Joe O’Leary as soon as possible.

He thanked everyone on behalf of the Governor for the work the Juvenile Departments are doing.

Demand forecast of community placement, Juvenile Crime Prevention, JJIS training and MAYSI training, are priorities under public safety. 

Oregon re-opened their Washington DC office.   

Action - Tim will get Joe O’Leary’s email address and phone number out to the directors.

Joe O’ will visit Baker county first.

n       Sex Offender Grant Report & Recommendations

OYA fully supports the grant recommendations on Sex Offenders.

 

Copies of the Grant recommendations were sent to all the juvenile departments.

 

Shirley and Chuck co-chaired the CSON grant committee to look at the gaps in our system and how to work on those. Shirley and Chuck will continue to work with their committee to make sure the ball is not dropped on this subject.

 

Sex Offender risk assessment tool is a need in our state.   JSOP and the ERASOR are two tools used with sex offenders.  The ERASOR was picked to be used by all of our agencies.   OYA is starting to utilize the information that is taken from the tool.  The tool is time intensive (3 – 5 hours Gary Nielsen is using the ERASOR in his psychologicals.   A group has come together to recommend the standard guidelines for polygraphs.

 

A Bill is being presented on Sexual Assault Task Force, and others to standardize the TX of Sex Offenders and the licensure of TX providers.  It is modeled after Washington and Colorado for their licensure.  The AG’s office is also backing the Bill.

 

Could we create a formal foundational intensive training to hone the skills and giving support to those providing TX.  The committee applied for technical support for the departments.  OASOTN was represented on the committee and supports what is coming out of this committee.

 

There is concern for those supervising the providers in direct contact.

 

Jeff M, also shared that 17 counties are on board with the recommendations from this committee.  CEOJJC is doing planning and part of that is piloting project to see how it will work.  They are looking at how to monitor TX.  They are looking at using a common language so there is consistency so that this model will be used statewide.  They will be working with judges and DA’s for input on the process.    They are working on the curriculum for youth correctional facilities.   The curriculum for out-patient can follow the first format going for a starting point.

 

The Adam Walsh Bill has set up a registration of Sex Offenders.  There is a problem for relief of registration order.  State courts are using the wrong codes and the process isn’t getting in OJIN.
