The following policy was adopted by a motion passed at the OJDDA business meeting of 9/22/99:
It is the policy of the county to promote a zero-tolerance of drug use by juveniles.
At the time of disposition it shall be recommended to the court that any youth found within the jurisdiction of the court for an offense involving the possession, manufacture, or delivery of a controlled substance as defined in ORS 475.005(6) shall be subject to drug testing as a condition of probation, parole, or community supervision.
The following policy was adopted by the Oregon Juvenile Department Directors' Association at a regular business meeting held on May 21, 1997:
It is in the best interest of tribal youth located in the State of Oregon to access and receive services from their respective tribes. Therefore, juvenile departments should make an effort to ascertain a Native American youth's tribal ancestry and, if applicable, notify their tribe for treatment options and/or services. For those youth whose tribe is located outside the State of Oregon, the juvenile department may contact a local tribe to determine if any services are available for that youth, when requested by the youth.
On December 5, 1996, participants of the Juvenile Justice Allocation Formula Workshop in Bend reached consensus on a proposed method for allocating youth corrections facility bed space to counties. It was recommended that this formula go into effect on July 1, 1997.

Prevention: High risk juvenile crime prevention services delivered to youth who fit the juvenile crime prevention target population, regardless of legal status, and which have been demonstrated to be effective in reducing risk factors and preventing initial or continuing delinquent behavior among high risk youth.
Basic Services: Basic services are juvenile department services delivered to any youth referred for an offense with the goal of reducing recidivism and not to exceed the OYA discretionary bed allocation by providing a core continuum of services including detention, shelter care, graduated sanctions, aftercare for youth offenders, treatment services not otherwise identified in the high risk plan, and other juvenile department services.
